Dr. Radhi Al-Hamadeen, President of the Audit Bureau, participated in the symposium "Independence of Supreme Audit Institutions" hosted by the Court of Accounts of the Kingdom of Morocco. The event, organized by the INTOSAI Development Initiative (IDI) and the Arab Organization of Supreme Audit Institutions (#ARABOSAI), spans two days.
In the panel discussion, where Dr. Al-Hamadeen was a key speaker alongside representatives from the Inter-Parliamentary Union (IPU), the Moroccan Parliament, and the INTOSAI Development Initiative, emphasized key aspects of the independence of supreme audit institutions. Drawing from Jordan's experience, he outlined the mechanism for following up on the implementation of recommendations arising from the audit tasks conducted by the Bureau in accordance with international standards and best practices. He emphasized the importance of this mechanism to the legislative authority in Jordan. Dr. Al-Hamadeen also elaborated on the pivotal relationship between the Parliament and audit institutions, underscoring the role of the Audit Bureau in exercising its constitutional and legal authorities over the entities subject to its audit as the parliamentary regulatory arm for both houses of the National Assembly.
Dr. Al-Hamadeen affirmed that the Audit Bureau follows two paths in implementing the recommendations resulting from audit tasks. The Bureau submits its reports to the Parliament for review and follow-up on the recommendations according to the Westminster Model. Additionally, the Bureau adopts a specific methodology to monitor and track the handling of observations and recommendations contained in its reports.
Regarding the Audit Bureau's experience in issuing reports, Dr. Al-Hamadeen mentioned the types of audit outputs issued by the Bureau, which include the annual report, periodic reports, and special reports on specific topics requested by the Parliament or the government. He explained the follow-up mechanism at various levels through the ministerial committee in the Cabinet, which studies the clarifications on a monthly basis, as well as various parliamentary committees that study audit reports and issue recommendations.
The Audit Bureau's participation in the symposium seeks to further the dialogue on the independence of audit institutions and to exchange experiences on the collaboration between supreme audit institutions and parliaments in implementing recommendations from audit reports. Alongside leaders of supreme audit institutions and parliamentarians from the #ARABOSAI region, the symposium also includes representatives from the Inter-Parliamentary Union (IPU) and other relevant stakeholders, including development partners.
